A Welsh halfback, Declan has played for clubs Llanelli and Scarlets as well as Wales Under 20's in 2016 and 2017. He was recruited by Stoke for the 2019 club season and now finds himself in the Tasman Mako, making his debut in round 1. He has an excellent passing game and is also an accomplished goal kicker.
